The patch is a patch of the module mod_swmenufree of the component SWmenufree, widely used for creation of dynamic menus for Mambo / Joomla!

The patch fixes a basic shortcoming of the module, which does not let the administrator create a link to an anchor (#anchor) using Link - URL. The base module adds another item/value group at the end of the (&Itemid=value).
